What is Ethics?
Ethics or moral philosophy is a branch of philosophy that involves systematizing, defending, and recommending concepts of right and wrong conduct. The field of ethics, along with aesthetics, concerns matters of value, and thus comprises the branch of philosophy called axiology.
Ethics seeks to resolve questions of human morality by defining concepts such as good and evil, right and wrong, virtue and vice, justice and crime. As a field of intellectual inquiry, moral philosophy also is related to the fields of moral psychology, descriptive ethics, and value theory.

Strange Situation
This is where things seem very strange from a public education practical point of view. The government expects Citizens to behave in civilized ways. Yet, there is no effort to teach kinds right from wrong in the systematic, and convincing way that ethics does. Then the government officials wonder about the increase of criminal behavior and about what is wrong with our educational system.
Well, if they would pay close attention to the reasons which young adults provide for committing crimes during court trials, they would immediately realize that they are dealing with minds that are untrained in ethics. If they had been, then a dirty look would not be used as an excuse to murder, liking something as an excuse for theft, needing money as an excuse to sell drugs, etc. Such government officials would realize that educational negligence in ethics is forcing such young adults are forced to make up their own rules as they go along since no logical reasons are provided for them to properly evaluate their moral decisions. Worse yet, parents who themselves are lacking in ethical thinking skills might have dumped their anti social ideas on their kids.
Is Church Enough?
Are Church attendance and religion really enough? No they are not. Why? Very simple, because in church, the motive provided for behaving well is to please God and not because there are human rights that deserve to be shown respect. Once such persons become disenchanted with religion and doesn't care about pleasing God, they often see absolutely no reason why they should not behave in anti social ways. Some might even wind up in prison for life or get the electric chair.
Why the Glaring Negligence?
This cause-and-effect situation is so obvious that it makes some people wonder why the government is so negligent. Surely they can see that something needs to be done. Yet, despite the vast knowledge of those hired to oversee the nation's public school curriculums the same irresponsible police is perpetuated year on year with no end in sight.
Some have suggested malice motivated by materialistic avarice. They claim that the government strives to keep its citizens unable to reason ethically because then the citizens will become less susceptible to their political BS. After all, patriotic slogans designed to motivate citizens to give their lives in some war that is waged for the financial profit of a few at the top, will not be readily believer by a citizenship that is trained to think. So educating the citizens in ethics would weaken their power over them and that would mean a loss of potential profit.
