John Alberto Leguizamo Peláez (/ˌlɛɡwɪˈzɑːmoʊ/, LEG-wih-ZAH-moh; Colombian Spanish: [leɣiˈsamo]; born July 22, 1960 ) is an American actor, comedian, and film producer.
He has appeared in over 100 films, produced over 20 films and documentaries, made over 30 television appearances, and has produced various television projects.
He has also written and performed for the Broadway stage receiving four Tony Award nominations for Freak in 1998, Sexaholix in 2002, and Latin History for Morons in 2018. He received a Special Tony Award in 2018.

Response To African American Criticism
No one single group can take 100% credit for building the USA. Each made a significant contribution. Moreover, there are millions of Latinos who are black.

So he is not excluding blacks when he uses the word Latino.
Neither is he excluding whites as you claim, since Latino includes the white race. It also includes the East Asian race and, Native Americans, etc. That is basic knowledge.
Neither is he specifically targeting the African American community as they seem to feel.
Please note that the African American community has been saying that same thing he just said for decades, and Latinos never took pubic umbrage with it. If indeed African Americans consider it offensive, then why do it to others? How did they think Latinos were feeling hearing them constantly making that same claim?

I seriously doubt that Afro Americans would do for a Latino presidential candidate what Latinos did for Obama. Instead, judging by all this envy and animosity they constantly express, they would make sure that the Latino does not get elected regardless of whether he or she were black or not.
