Tao of Writing while Ignorant of Basic Grammar.
Yes, I am exceedingly and constantly being dumbfounded by writers who submit stories to any online writing-forum while not knowing basic grammar of the language that they are choosing to write in--English. Why baffled? Simple, because a lot of nonsense will unintentionally be written due to that lack of essential knowledge, and writers usually don't like to write nonsense unintentionally.
Instead, writers normally like to excel, both in content and grammatically. Yet, these individuals will proudly present their stories in which not a single sentence will be grammatically correct, for public consumption.
Here are some examples of the errors that such stories include.
Inconsistency of tenses. The viewpoint will haphazardly shift form past to present to future. "He is. He was. He had." You never know exactly when things are happening.
Very crucial punctuation, such as question marks, commas, and periods will be glaringly missing.
Thoughts will be expressed in a constant stream of run-on sentences that make reading extremely difficult.
Words that don't belong in the sentence will be used in nonsensical ways because the writer hasn't yet learned that English has words that sound the same but are spelled differently .
Paragraphing will be ether totally missing, or else organized in a haphazard or totally illogical manner.

Are these persons actually aware that they are making serious grammatical mistakes? Of course one would assume that people of normal intelligence would know their own serious limitations. So if they are of normal intelligence and know? Then why exactly do they person do it?
A possible Explanation
Are they expecting readers to cut them some slack because of not being from an English-speaking country such as Pakistan, Iraq or Bangladesh? Now, I can certainly understand that motive to certain degree. Especially if others on the chosen website tend to give such defective stories a fairly decent rating based on content and intention, as opposed to actual execution.
You know, perhaps they notice that the story is based on a fabulous idea and would be awesome if only it had been written correctly and decide to give the writer a decent rating? Is that why these English-ignorant individuals are expecting a good evaluation on their defective submissions?
