One Reason Some Countries Refuse to Sanction
Superficially, such extensive sanctioning does seem like feasible plan, doesn't it? However, the Devil is in the details, as the saying goes. The problem with calling on all nations to sanction and condemn Russia for its military aggression against Ukraine, is that some powerful nations perceive the USA as constantly intervening in what they consider their private local affairs. So they fear that helping the USA against Russia, would be tantamount to cutting their own throats via encouraging further USA interventions in matters that they deem as none of the USA's business.
For example, in the Middle East, the Arab Nations that have constantly striven to defend the Palestinians from Israel dominance, have been repeatedly frustrated in their goal by USA economic and military support for Israel. Should they heed the USA call for sanctions against Russia, they fear that it might encourage the USA in the continuation of such pro-Israeli support.
Then there is the People's Republic of China in reference to the nearby offshore island nation of Taiwan. China sees the USA as preventing the reunification of Taiwan with mainland China via its constant threats of military intervention if such an attempt is made. So that causes a hesitation in listening to such a sanction request.
We also have North Korea. North Korea perceives USA intervention, as was demonstrated during the Korean War, when Communist North Korean forces were forced to retreat back North, as the primary reason why they have been unable to unify the entire Korean Peninsula under one communist regime. So instead of sanctioning, they have chosen to lend Russia their support.
