As a person who was born there, and have associated with Puerto Ricans my entire life those are the things that I have observed which sets them apart from the general cultural traits of most Americans. I placed self-determination first because it is the most politically relevant one. I mean, how can anyone aspire to be a true American if he or she lacks a deep appreciation for the right to self-determination. Or if that person gladly will undergo a hundred years of being taxed without representation and only complained after things start going financially awry? Can you imagine our founding fathers agreeing to such a humiliating situation. Of course not. The founding fathers found that intolerable and a heinous violation of human rights, which they refused to tolerate and even rose up in arms against. So if a people do not share in that appreciation, how can they request to be a state with such a pernicious Un-American mentality?
The other three are minor in comparison, although they do constitute a vast cultural difference between them ad how people in the USA view these three. For example, in the USA if you are elderly and are still a singer, an actor, a comedian you are still admired and treated with respect. In contrast, if anyone insists on doing such things in Puerto Rico after reaching the early fifties, he or she is publicly humiliated and told that he should not be attempting it since his time is up. Needless to say, most Americans would find that attitude unacceptable and falling under the category of abuse of the elderly and a crime punishable by law.
The same applies to taking adultery as a joking matter or as something that is set up for entertainment purposes. No, I am not talking about porn. I am talking about making it a joking matter in popular songs and on family TV shows such as Sabado Gigante where dramas illustrating adultery are enacted and the audience finds the deceit and the victimization of the spouse involved hilarious and admire the deceives as clever. You cannot find that equivalent viewpoint in English songs in the USA nor in their family shows.
Then there is the prevailing attitude towards theft. You see, that seems to be considered OK and that it provides evidence of being clever. No, not everyone. But a significant percentage feel that way and one never knows who they are until something suddenly goes missing,. This attitude can be seen in their government, in which constant corruption involving funds allocated for the welfare of the people are appropriated for personal matters. The recent funds for the relief of hurricane victims is a prime example. I personally recently had a property manager steal 100 late fee and my entire house in Philadelphia was emptied of all contents by such types of Puerto Ricans. So great caution is needed. Yes, true, there are thieves in USA society as well. But it is not a culturally engrained habit. Trump noticed this pernicious predisposition and said that statehood should not be granted since the corruption ion the island too great.
So there you have the four reasons why adding these people as a state would only add trouble and affect the USA culture negatively. IMHO of course.
