Can the USA legally Sell Puerto Rico?
During the hurricane that recently devastated Puerto Rico, many Puerto Ricans were dismayed when visiting President Trump considered the possibility of selling Puerto Rico to another nation.
Now, lets consider two things about the Puerto Rican reaction.
1. The legitimacy of such an idea.
2. Why such an idea terrifies island Puerto Ricans.
The legitimacy of such an idea.
First, was President Trump being unrealistic in his consideration of selling Puerto Rico? Well, as it turns out, no, he wasn't. You see, since Puerto Rico is a territory, the United states does indeed have the right to relinquish ownership of Puerto Rico either y granting the island autonomy, or else sell Puerto Rico to whatever nation, company, or person it wants at any moment that it chooses.

The Federal Government may relinquish United States sovereignty by granting independence or ceding the territory to another nation; or it may, as the Constitution provides, admit a territory as a State, thus making the Territory Clause inapplicable. To add insult to injury, for the past ten years, Puerto Ricans have been asking to become a state of the USA. Yet, the Senate has repeatedly denied them that request.
Congress has in fact denied statehood to Puerto Rico. Puerto Rico voted for statehood in 2012 and 2017 and again in 2020, and the Puerto Rico legislature has formally requested statehood more than once. The fact that Congress has ignored these clear statements of the will of the people for almost a decade amounts to denial of statehood. This may be a temporary denial, but it has lasted for a long time.

How Most Island Puerto Ricans Perceive USA Rejection
Now, one would expect a people to realize that this casual rejection has a pernicious motive, and that such a motive, or motives, whatever they might be, should be openly discussed and taken very seriously into consideration, so that the Puerto Rican public will be informed and learn for themselves what exactly is going on.
Unfortunately, and curiously, that doesn't seem to be the case. Instead, the island Puerto Rican mentality is to blame themselves for being rejected, and to never place any blame on what is veritably their god, the United States of America.
In fact, any criticism of this nation-god is invariably perceived as being tantamount to blasphemy, and those who dare to do so are considered unpatriotic traitors who love communism.
In short, Island Puerto Ricans morbidly fear USA rejection via sale if the island and the granting of independence more than they fear being a colony. Because as a colony, you see, at least their notational god, the USA, still considers them its cherished and beloved Children.
But if cast aside as independent, or unceremoniously sold to another nation, then they feel godless, as if a child abandoned by its beloved parent, and their grief over such a rejection is considered unbearable.
