Insane Asylum Public Schools? Why Permitted?

First, with all the constant violent mayhem going on, can public schools be legitimately compared to insane asylums? Well, only if we limit the comparison to the insane state of mind. However, in terms of institutional administration, they are definitely not similar.
You see, unlike the students in public schools, the patients in insane asylums are not permitted to rampage in the hallways, restrooms, cafeterias. Instead, they are strictly supervised so that they don't harm one another or members of the staff.
One way is by keeping them on anti-psychotic medication. Another is by maintaining a strict control over their access to restrooms and other areas of the asylum.

So comparing our public schools to insane asylums, is actually a partial false analogy, since insane asylums are far safer.

Why don't they act?
Yet, school officials and politicians don't seem to give a rat's fat ass about the violence that is occurring in our public schools, despite school violence increasing year by year which is exacting a horrendous toll in human suffering.
But why? Why this seemingly irresponsible and uncaring attitude from the people in charge? Well, initially the reason evaded me. Yet, the reason is very simple. They don't care because their own kids are not attending the schools where the rampaging insanities are taking place. Instead, their own privileged kids are attending private schools where that sort of nonsense is never tolerated.
But do the difficulties required to address the problem add to their reluctance to do their job? After all, isn't it impossible to control such unruly students? Well, to certain degree, it is, since they will fight and bully others no matter what the effort might be. If not in school, then obviously somewhere else.
However, that doesn't justify calmly permitting them savage one another within the schools themselves. Especially since the solutions are both rather obviously simple.
1. One way is by locking the restrooms so that only those with a legitimate need to urinate or defecate are allowed to access them.
2. Providing a portable one in the classroom itself.
The second one seems more effective since it prevents them from breaking the restroom doors in order to get in to argue and fight.
It doesn't take a rocket scientist to come up with such simple solutions. Right? Yet, they obviously don't. No, not because they are incapable of it. These are college graduates with Bachelor, Masters and Doctoral degrees in their fields of study. So they are definitely not morons, and are very qualified to do their jobs. Yet, they don't seriously address the urgent issues in relation to the deplorable condition of our public schools, do they?
Now, irresponsible, negligent behavior engenders justifiable suspicions that these highly-educated upper-class folks simply don't give a dam. After all, why should they? As long as their own kids don't aren't attending such veritable insane asylums which are now glibly being referred to a public schools, then everything is A-Okay! So the policy of "Just let them kill one another!" seems to be their preferred modus operandi.
