Why does Trump seem comical sometimes?
Trump comes across as sometimes funny for the same reason that the Pope entering the Vatican on Roller skates, the Queen of England arriving at Parliament or sitting on the throne sucking on a lollipop, or a famous general, giving a press conference dressed in Bermuda shorts would seem funny. Their position and the circumstances in which they are appear are totally unexpected and inappropriate to their social status.
You see, when humans notice this ludicrous discrepancy between the appropriate behavior which is expected and what is actually happening the reaction is to find it humorous. In Trumps's case, it isn't so much his physical appearance, although his very unusual orange tinge and semi-pompadour hairstyle coupled with his advanced age and semi rotund figure do contribute. Yet in his case it is more based on his behavior which is deemed quaint for a POTUS. Below are two examples.
1. A USA president isn't supposed to sound like a Godfather or Mafia boss. Strange as it might seem, a New York accent has come to be associated with simple-mindedness displayed by Rocky Balboa in the film Rocky and its sequels. Other films such as the Good-Fellows and My cousin Vinny have served to reinforce this impression. So when a president suddenly appears using it- it seems funny. It also has a Mafia association that contributes to the effect as well. Notice how that fellow in the Young Turks is always honing in on it.

2. Contrary the extreme caution which politicians are known for, Trump is constantly saying inappropriate things. Example? Keeps calling the past, such as the pre-Civil Rights days during Jim Crow , known for racism and bigotry and vigilante lynchings, as the Good Old Days. No he doesn't actually mean it that way. But it adds to the comedic aspect of his approach since USA presidents are not supposed to express things in that way. So it makes him look petulantly peevish and a petulantly peevish POTUS, just as a a Petulantly Peevish emperor, is simply funny.
